To hike the Annapurna Circuit you will need both an ACAP and TIMS permit. ACAP is the park entrance fee, while the TIMS money goes towards checkpoints and keep track of trekkers.
The ACAP costs 2,000 rps (around $20). The TIMS varies from $10 – 20 depending on if you are taking a porter or not ($20 without porter). You will need to bring your passport with you, along with two passport photos per document needed.
If you are taking a porter, you will need to obtain your permits in either Kathmandu or Pokhara. The agency you will be hiring through should help you organize these permits. If you want to obtain the permits yourself, go to one of the Nepal Tourist Board locations.
If you are NOT taking a porter but carrying all your own gear, than you can also get both permits in Kathmandu and Pokhara, or the first day of the trek in Besisahar. Personally, we recommend Besisahar for its ease.

You will need to visit two different offices located near the end of town, but it is less crowded and extremely easy.
In Besisahar the seasonal hours, as of Fall 2013, where 5:30 PM closing at the TIMS office and 6:30 PM at the ACAP. Be aware that these hours are subject to change and Saturdays are a national holiday.
Throughout the circuit there will be TIMS checkpoints where you are required to show your permits. There are also ACAP offices where you can check trail conditions and the possibilities of side trails and/or alternative routes.
